Staff Offices

The competences and the organisation of the individual structures of the Department of the Economy are defined by the Ministerial Decree of 7 August 2024.

Pending the definition of the various management positions, the list and contact details of the corresponding offices of the former Department of the Treasury organisation are available.

 

 

Coordination office and secretariat of the Director General for the Economy

Coordination of activities in support of the institutional functions of the Director General for the Economy. Handling of institutional affairs and relations with the direct collaboration offices of the Minister and of the public administration in general. Coordination of the flow of documents between the Director General for the Economy and the Department, the Minister and the bodies of direct collaboration. Coordination and management of the complex secretarial tasks of the Director General for the Economy. Handling of reserved affairs on behalf of the Director General for the Economy. Analysis and study of strategic projects involving public and private investments.

Institutional communication and investor relations coordination office

As part of the competences of the Department for the management of relations with the credit rating agencies of the Italian Republic. Analysis of the methodologies adopted by rating agencies for the creditworthiness of sovereign issuers in order to monitor the indicators relevant for the determination of the rating of the Italian Republic, relevant within the areas of competence of the Department. Within the competences of the Department, analysis of the documentation prepared by rating agencies in connection with rating actions taken against the Italian Republic. Support activities, in the areas within its competence, to the Director General for the Economy in the performance of its institutional functions. Participation in national and international committees and working groups relating to the areas of competence. Coordination and preparation of position papers, research activities, contributions to articles within the areas of competence. Coordination of institutional communication activities including the institutional website.

 

Office for strategic planning and management control

Coordination of the Department strategic and operational planning process. Co-ordination of the process of identifying the Department needs in terms of running costs. Coordination of economic and financial budgeting and management of accounting and budgetary processes. Management of models for the enhancement of the strategic and operational goals of departmental structures and of the related performance indicators.

Coordination of the process of drafting programming documents in the different stages of the budgeting/forecasting/accounting process. Monitoring of the trend of financial availability and management, in cases of non-coverage of needs, of activities aimed at replenishing resources. Management of administrative activities related to the Department expenditure categories. Development and management of the operational, departmental and institutional reporting system. Defining and updating the Department value chain. Analysis of results and returns.

Coordination office for administrative-accounting matters and for human and instrumental resources, including IT with DAG and other departments

Support to the Director General for the Economy for the coordination of administrative activities between the departmental structures and between the Department and the Minister direct collaboration offices. Coordination of activities and preparation of templates for measures relating to organisational changes within the Department. Monitoring of administrative processes. Coordination of departmental innovation and IT. Coordination of document flow and IT protocol within the Department and between the Department and other administrations and bodies. Support activities for the running of the Technical and Scientific Council of Experts with the Department of the Treasury. Management and coordination of the main administrative functions across the Department structures and of human resources management processes, with the Department of General Administration, Personnel, and Services, in the following areas: management appointments, personnel mobility, performance assessment of managers and personnel, departmental personnel, personnel training, preliminary investigation for the granting of authorisation for external appointments by Department personnel. Collaboration, as far as relevant, with the Department of General Administration, Personnel, and Services on the implementation of smart working at departmental level. Support to the Department of General Administration, Personnel, and Services in trade union negotiations on matters of interest to the Department and in relation to recruitment procedures and professional development and organisational welfare initiatives. Definition of the Department needs in terms of instrumental resources and verification of service levels in the areas of competence. Coordination of activities related to the protection of personal data of departmental interest.

Office for the coordination of pre-legislative, regulatory and interpretative activity

Coordination of the pre-legislative activity carried out during the parliamentary process and of the activity related to the preparatory meetings of the Council of Ministers. Analysis and assessment of regulatory impacts and legislative changes in the areas of competence of Department. Monitoring of relevant legislations. Updating activities, with personnel offices and Directorates, of the institutional website for regulatory profiles.

Handling relations with the Legislative Office. Support activities to the Department top management function for pre-legislative and syndicated inspection activities.

Preliminary activities for the issuance of directives on corporate matters also through participation in committees, observatories and working groups, both internal and international. Studies and proposals for the implementation of primary legislation through regulatory measures.

Legal support and advice offices

Analysis and study of the legal, regulatory and management profiles of publicly-owned companies with a view to assessing compliance with best practices and quality standards. Coordination of legal support and advice in departmental matters. Analysis of regulatory issues in the sectors in which State-owned companies operate. Coordination of litigation-related activities. Participation in study or working groups within national and international bodies on the subject. Activities of an international nature, including participation in committees, projects, research and studies on the same subjects. Organisation of cross-departmental projects in the legal field pertaining to the competence of the Department. Coordination of departmental activities aimed at the prevention of corruption and monitoring of the relevant obligations; liaison with the Support group of the Head of corruption prevention and transparency.
