Transparent Administration

Italian Legislative Decree No. 33 of 14 March 2013, as amended by Italian Legislative Decree 97/2016, reorganised the regulations governing publicity, transparency and information-disclosure obligations by Public Administration.

Transparency, understood as the 'total accessibility' to information concerning the organisation and activity of the Public Administration, is intended to foster widespread forms of monitoring the pursuit of institutional functions and to contribute to the realisation of an open administration, at the service of citizens, guaranteeing the constitutional principles of equality, impartiality, good performance, accountability, effectiveness and efficiency in the use of public resources.

In particular, the disclosure of data held by the Public Administration is intended to encourage citizen participation in order to:

  • Ensure knowledge of the services rendered, their quantitative and qualitative characteristics, as well as the manner in which they are delivered;
  • Prevent corruption and promote integrity;
  • Subjecting every phase of the performance management cycle to widespread scrutiny to enable its improvement.

The Department of the Economy complies with the disclosure obligations by constantly updating the 'Transparency' section of the institutional website of the Italian Ministry of Economy and Finance, insofar as it is within its competence, which exclusively guarantees the fulfilment of the legal obligations provided for.
