Directorate III – Enhancement of Public Assets

The competences and the organisation of the individual structures of the Department of the Economy are defined by the Ministerial Decree of 7 August 2024.

Pending the definition of the various management positions, the list and contact details of the corresponding offices of the former Department of the Treasury organisation are available.

 

 

Office I

General and secretarial affairs, support for the organisational functions of the Directorate. Definition of the Directorate needs, in synergy with the Department offices in charge of cross-departmental functions. Supporting the financial management of the resources assigned to the Directorate. Advice, regulatory compliance and legal-administrative coordination in the areas falling within the Directorate competence. Fulfilling tasks related to the strategic planning, management control and budget of the Directorate. Activities relating to the liquidation processes of state-owned companies operating in the management of public real estate and state-owned assets under concession. Preparation of reports to the Parliament.

Office II

Enhancement of real estate assets. Enhancement programmes, tools and operations. Relationships with the Department of Finance, the Agenzia del demanio (State Property Office), the regions and local authorities, public and private bodies, including those controlled or invested in by the State, special purpose vehicles or companies established ad hoc, in order to promote real estate enhancement, territory enhancement and urban regeneration projects, and related deeds and agreements. Relations with rating companies and supranational and international bodies for programmes and operations in place or to be implemented. Management of liquidation procedures of special purpose vehicles for asset securitisation. Relations with European Union institutions and international bodies in the areas falling within its competence.

 

Office III

Enhancement and recognition of assets under concession. Enhancement programmes, tools and operations. Monitoring and analysis of transactions involving assets carried out by the Ministry and public bodies, including territorial ones.

Management of administrative procedures and obligations in relation to the real estate funds established pursuant to Decree-Law no. 351/2001 and to the relations with the Agenzia del demanio concerning the passive leases of real estate assets transferred to the real estate funds. Monitoring of treasury accounts and rent fund. Relations with European Union institutions and international bodies in the areas falling within its competence.

 

Office IV

Survey of the components of general government assets, aimed at enhancement in asset value and data management. Preparation and development of models for the preparation of asset statements of public administrations at market prices and for the management and enhancement of public assets. Analysis of the interoperability profiles of databases managed by administrations and public bodies also for the drafting of guidelines and general policy deeds. Management of data collections in implementation of Legislative Decree no. 175/2016. Relations with European Union institutions and international bodies in the areas falling within its competence.

 

Office V

Analysis, monitoring and management of the regulatory aspects of concessions, conventions and service contracts with State-owned companies. Examination of issues related to independent authorities. Deeds relating to the approval of concessions for the purpose of verifying economic and financial equilibrium. Analysis and study of the assessment profiles of the economic impacts of concessionary regimes, in the context of national and European plans and programmes for the development and financing of sector economic policies. Pre-CIPESS and Interministerial Committee for Economic Planning and Sustainable Development preparatory activities. Relations with European Union institutions and international bodies in the areas falling within its competence.
