By 31 December 2024, the Public Administrations referred to in Article 2, paragraph 1, letter a), of Legislative Decree No. 175 of 19 August 2016 – Consolidated Law on Publicly Owned Companies (TUSP) must approve the measure for the periodic review of the company shareholdings held as of 31 December 2023 and the report on the implementation of the previous rationalisation plan adopted with reference to the shareholdings held as of 31 December 2022 (Article 20, paragraphs 1 and 2 and paragraph 4 of the TUSP).

As an aid for the processing of the measures, sheets are made available in an editable format, which can be downloaded from the links below.

 The reporting of the results through the Participazioni application, which is accessible from the link https://portaletesoro.mef.gov.it will be carried out in the same manner as for the data collection referred to 31 December 2022. Therefore, the Administrations may refer, in general, to the supporting documents for the 2022 data collection and to what is reported on the website of the Department of Economy - Ministry of Economy and Finance. Also available on the site are the guidelines, indications, and directives of the Structure for Policy, Monitoring, and Control on the Implementation of the TUSP.

Please note that the documents approved pursuant to Article 20 of the TUSP must be sent to the Structure for Policy, Monitoring and Controlling the Implementation of the TUSP (set up at the Ministry of Economy and Finance pursuant to Article 15 of the TUSP) exclusively through the Participazioni application, without prejudice to the obligation of communication to the competent Section of the Court of Auditors pursuant to Article 20, paragraph 3, of the TUSP.

Similarly to last year, through the Participazioni application, the data required for the annual census of shareholdings in companies and non-corporate entities and of representatives in the governing bodies of companies or bodies, pursuant to Article 17 of Italian Decree-Law No. 90/2014, will also be acquired in an integrated manner. Therefore, the Participation Form for the census of non-corporate entities, as well as corporate entities for Administrations not subject to the TUSP, and the Representative Form are also made available. 

The start of the survey will be announced by means of a notice published on the homepage of the Treasury Portal and by sending e-mails  to the responsible persons and registered users of the Partecipazioni application.

Responsible persons and already authorised users are therefore invited to check their access to the Participazioni application, the correctness of the e-mail address registered for their user in the Treasury Portal and of the active users for their Administration and to make the appropriate changes, deactivations and new activations.

Administrations not yet registered must proceed with the identification of a person responsible for reporting data, who must be accredited on the Treasury Portal.

In case of problems with registration or access to the application, the 'Richiesta Assistenza' (request assistance) functionality is available on the Treasury Portal home page, by selecting 'Richiesta di carattere Tecnico' (technical request), 'Portale' (portal).
